ok if its refused once can you retry the offer?

Nope.  You can only complete offers once, whether they credit or not.  The only exceptions are MyThoughtCounts and GiveUsYour2Cents.  Those are the only two daily surveys.  They can each be completed once every 24 hours!  :thumbsup:
