Title: Does your sign up $5 count as a offer?

I know in order to cash out you need to do at least $15 worth of offers out of the $25. I am just wondering if the $5 is part of that $15 or not. I know I could wait and try to cash out with it instead of askin but I thought I would just so I know. I appreicate anyone who knows and responds to me.
