Title: Miss. Governor Pardons 200+,murders,rapests,psycopatic killer violent criminals

Haley Barber, then retires from the governor's position! Miss. residents must fell soooo safe after that last act! He claims that he did this b/c the inmates who were pardoned was due to medical issues. My question is, why did he wait until the last day in office to do this! All I can take from this is,
