Title: I have 2 Referrals that signed up but I didn't recieve the $1

I have two individuals that signed up under my referral link but I haven't gotten paid for. Their names show up under my referrals but the $1 hasn't been checked yet. Is it because they didn't verify their email or what? How can I go about resolving this issue?

Yes, not confirming their email is exactly right. They need to verify it for the $1, then when they complete their first offer you get another $2. If you have contact with these referrals just tell them to sign in to there email and confirm it which only takes a couples clicks.
