Well,I've finally given up on Gimp,and I'm moving on to paint.net to color my comic strip art.I still can't figure out how to create layers properly. :BangHead:
If anyone is willing to give me a very detailed step-by-step instruction,it would be an easy way for you to get your 30 posts for this month and I can finally make some progress with my comics.Everybody wins!! ;D

I used Paint.net for a while and even did a video on how to make a banner with it.

BUT, you would be doing yourself a huge favor if you quit trying to do everything free and get an older version of Photoshop Elements on Ebay for around $20. The learning curve is much flatter and it's compatible with everything. Free tutorials are all over the Internet that you can actually follow.
I still use Gimp on my Linux machine where I do most of my work, but I wish Elements would run here too.

A lot of these programs I haven't figure out to use them but I understand that paint is easier to use.

That is somewhat true (especially considering you don't need to download it), but the results are less than stellar.

I have not heard of this site before, but if I were you I would take Old Buddies advice. If you had your own program you could figure it out. Plus so much info tutorials online.

What exactly do you mean by create layers properly? Are you looking for a specific effect or what exactly?
If you just want a blank layer, you can simply click Layer -> Add New Layer (Ctrl + Shift + N).
If you want something more specific, give me an example and I can try to help.

I'm trying to color my comics,but no matter how many times I try to add a layer,I still end up coloring over the artwork.Is there something I'm missing?I've visited LOTS of tutorials,but I can't really find one that addresses the problem in detail.

I just did a test and drew the black circle, then filled in the red and finally painted the green stripe, each on a separate layer and it worked fine??? I used Gimp.
