Title: Rejected surveys transferred in for a payed survey?

I believe survey owners ought to consider recording a certain number of  rejected surveys or incompleted surveys for 1 completed survey for it's visitors. Then, FC can take those recorded surveys and transfer them into 1 completed survey. Just a contemplation?
