Can anyone using this forum have a signature or do you have to be a certain rank to be able to put one. If anyone can put one can someone tell me how.

I not quite sure exactly what you mean by the signature, but if your talking about the banner that displays your name and the amount you have earned on FC
Go to your profile
In the box to your left select Forum Profile Information
scroll to the middle 
You will see the title that says signature
