Much of the delay is actually due to the use of plea bargains and the allowance of frivolous suits that do not impose costs for performing such actions on those instigating the frivolous suit.  The plea bargain was initially intended to speed up the legal process, but a side effect of it is that more charges are filed with less evidence or investigation done on the hopes that those accused will simply plead guilty to lesser charges out of fear of the potential maximum penalties that could apply if taken to trial.  That some congestion is normal has caused it to be common the overuse of extending dates unless one uses such mechanisms as legally allowable by the "Speedy Trial Clause".

If you are a defendant, you may want to see if you have available any mechanisms of a "Fast and Speedy Trial".  I used this once and the result was that the case against me was dismissed with prejudice since the prosecutor never bothered to file his end of the paper work after I began the Fast and Speedy Trial.  As a result of this dismissal with prejudice it then became impossible for them to ever retry me even with new evidence or even if I laughed in their face and entered an admittance of being guilty (I wasn't, but that is beside the point).

Right now i am on a list for jury summons for 6 months and you go in and go through several hours of sitting and questioning and sitting some more, and then be told to go home they pled out. It is a waste of tax payers money. The courts ought to give them up to 24 hours before court to plead out afer that it is up to a jury. More of them would plead out instead of wasting our time. This is my 6th. time of this.
