My dog acts the exact same way. We just adopted him, and he's almost 6 months old. Shar-pei/American Bulldog mix, so he is VERY stubborn. Every one told us to get him into obedience class ASAP, which seems to be working very well. We enrolled him in an 8 week program, which next week will be his graduation. He still has his crazy moments when around other dogs, but they're nothing like they were before. Just make sure the instructor will help with socialization, and is some one with experience. Good luck and remember, patience is key! My instructor has dogs which are 8, 9, and 10 and always tells us "If you stop working with them, and training them, all of those years of hard work could be lost in less than a couple months". Even the best trained dogs could fall out of line.

Obedience classes would be good.I have 5 dogs and I trained them myself but they listen rather well. Some dogs might just need that extra lesson.
