How should I understand earning points and cashout. How many points to make to earn cash? What is the rules?

There are no points on this site. Everything is given a monetary value and it adds to your balance
You need a minimum of $25 in order to cashout with at least $15 of that being from offers.
If you request payment anytime during the month you'll receive it around the 20th of the following month. If you cashed out anytime between now and May 31 payment would be made around June 20

The above post hits on the basics. You also have three payment options: paypal, direct deposit, check. If you are new to the paid offers sites browse the forums for ideas. I would advise you to do the .15 daily offer each day, watch all the videos, do all the surveys that apply to you, do the phone call offers, make 30 posts a month, do any offers that you are interested in, and then refer your friends. Referrals are key to big payouts here. Consistency is the key. If you have any other questions just ask, this forum is a very helpful resource.

I think the other two members have done a good job of responding to your post. I want to add that there is a good tutorial on the home page that will be a great help. It is at the top of the page, right over the offers. You might also want to read the FAQ's and then, as another member said, there is always the forum.

Word of advice, do not log into your account from any device other than what you registered on. For instance, do not log in from a friends house, library, etc.

You can use your laptop. Not all parts of the site are compatible for use of a mobile device
