Every time I take a 44 cent Peanut Lab survey (which is almost never about a healthcare topic) I get credited only 31 cents for a "healthcare" survey. Is this happening to anyone else?

Yes, I have had that happen a few times. And yes, the survey that I successfully complete is on a topic other than the original one.
I think what happens is that the system will either accept your demographics to complete the 44 cent survey that is being advertised, or you will be directed to another survey to attempt.
If you successfully complete the new survey offered, you will be credited whatever that amount happens to be. Usually it's less than the original.
I know it can be a little bit of a bummer when that happens, especially if you have to take the time to sift through to find a survey to fit your demo. but hey, if you can get credit for something, it's better than nothing.
That's how I look at it. :)
