                                       As Bulldozers May Arrive Any Day at Ancient Burial Site,

                            Native Americans To Occupy Sacred Land at Glen Cove in Vallejo

                 Spiritual Ceremony and Occupation Beginning Friday, April 15, 2011 at 8 am

 

 

Vallejo, California (April 14, 2011) – Faced with the imminent arrival of bulldozers at the Native American sacred burial site at Glen Cove, Vallejo, members of the local Native American community will hold a religious ceremony to commence an occupation of Sogorea Te, otherwise known as Glen Cove, in the City of Vallejo beginning at 8 am on Friday, April 15, 2011. Native Americans and their supporters have vowed to physically block bulldozers or any other work that would desecrate the burial site.

 

Native American activists consider this to be the last stand in a struggle that has been going on for over a decade, since the Greater Vallejo Recreation District (GVRD) first proposed plans for a “fully featured public park” including construction of a paved parking lot, paved hiking trails, 1000 pound picnic tables and a public restroom on top of the 3500 year old burial site.

 

On Wednesday, April 13th, Sacred Site Protection and Rights of Indigenous Tribes (SSP&RIT), a Vallejo-based community organization, filed an administrative civil rights complaint to the State of California alleging that the City and GVRD are discriminating on the basis of race in threatening to destroy and desecrate significant parts of the Glen Cove Shellmound and burial site, for harming Native Americans’ religious and spiritual well-being, and effectively excluding Native Americans from their right to full participation in decision-making regarding the site.

 

The history and cultural value of the site has never been disputed. Human remains have been consistently unearthed as the area around the site has been developed.  Native Americans continue to hold ceremonies at Sogorea Te just as they have for thousands of years. The Glen Cove Shell Mound spans fifteen acres along the Carquinez Strait.  It is the final resting place of many Indigenous People dating back more than 3,500 years, and has served as a traditional meeting place for dozens of California Indian tribes.  The site continues to be spiritually important to California tribes. The Glen Cove site is acknowledged by GVRD and the City to have many burials and to be an important cultural site, yet they are moving forward as early as Friday with plans to build a toilet and parking lot on this sacred site and to grade a hill that likely contains human remains and important cultural artifacts.

 

SSP&RIT have asked GVRD to reconsider their plans to grade the hill and build toilets and a parking lot at the site.

Park authorities have issued a warning to occupiers at Glen Cove that they will be arrested if they camp out at the Sacred Site tonight. Members of the American Indian Movement Chapters are indeed camping out and will do so until a resolution is in place that will not destroy the site. Prayers are needed tonight for the occupiers.

I spoke with Wounded Knee and Walter, and they say that the city only has two police cars on duty because the city is broke, but the threat still exists. Wounded stated that the Greater Vallejo Recreation District (GVRD) said it was okay for them to keep a fire burning there 24/7.

Another issue that must be addressed as Wounded stated is that “this is not a park yet. This is a sacred burial ground.” The GVRD is saying that their ordinances forbid camping in a public park. However, this is not a park... YET! In fact, the site is sovereign territory!

News exposure is very high for this protest, and GVRD is getting nervous. Channel 5 has covered the protest two days in a row, and they will continue to show what is going on. Also, Wounded believes that they may have an attorney. Wounded stated, “This could be a precedent for other mounds across the United States if we all keep pushing to keep momentum up!”

Vallejo, California - The occupation of the ancient burial site at Glen Cove in Vallejo by Native Americans and supporters entered its fifth day on Monday, April 18, 2011 as dozens remain at the site to guard it against desecration by bulldozers.

On Sunday, Native Americans and their supporters conducted a cleanup of the beach at Glen Cove, and also painted over *bleep* graffiti that the City had allowed to remain on the old Mansion at the site. Dozens of local residents visited the occupation over the weekend and expressed their support for protecting the burial site. Many expressed outrage that the City was wasting money fighting the Native Americans over this site when other City parks are dilapidated due to budget problems. Supporters brought food and supplies.

The Native Americans are highlighting the fact that public statements by the Greater Vallejo Recreation District in the last few days is very misleading, with GVRD representatives claiming they want to protect the burial site but failing to mention their plans to dig into a hill that likely contains human remains with bulldozers.

The U.S. Department of Justice met with the Native American leadership on Saturday to lay the groundwork for a possible mediation meeting with Greater Vallejo Recreation District on Monday or Tuesday.

URGENT CALL FOR SUPPORT!

Wounded Knee DeOcampo, AIM SB, and other activists have released an emergency request for ALL people to converge at Glen Cove.

Please come to Glen Cove AS-SOON-AS-POSSIBLE and bring friends. We need numbers! GVRD has threatened to attempt a mass arrest tonight. Please remember, no weapons, no drugs, no alcohol -- this is a spiritual gathering to honor and protect the ancestors.

Mr. Presley from the Greater Vallejo Recreation District (GVRD) arrived early this morning to tell the protestors that they "are not allowed to camp in the park, and that they will be removed by force if necessary."

Wounded Knee stated, "They are either coming tonight or tomorrow, but we need people out here now."

AIM SB released a similar call on their main website today stating, "The people at Glen Cove just received an "eviction" notice for tomorrow, so please we need as many people as possible at Glen Cove right now. It will help a lot if more people come out and stay the night and/or arrive tomorrow morning as early as possible!"

United Native Americans, Inc: "Help Put An End To The Desecration of American Indian Sacred Sites & Burial Sites!"

The League of Indian Nations and The Strong Heart Preservation Movement, which are backed by The International Parliament of Safety and Peace, has sent word to the City of Vallejo that under international law, and several US laws, that they will be breaking regulations whereby indigenous people are entitled to worship and protect their own lands. Wounded reiterated once again, "This is not a park yet, this is a sacred burial ground and place of worship."

    All Californians, must rally to the support of Glen Cove and the protesters. At Glen Cove; where lie the remains of our ancestors - greedy politicians desire to desecrate the Sacred Ground. As much, as we have convinced the politicians from Vallejo; to stop desecrating the "Sacred Remains" of our ancestors - every ploy and machinations has been used to desecrate the Sacred Burial Ground. The time has come to put a stop to all mundane development and sordid acts - now.



For thousands of years the First People of the Bay Area have respected the Sacred Burial Grounds - the many Shellmounds that we find in the Bay Area. Supreme among them is the Sacred Burial Ground at Glen Cove.

For thousands of years the Ohlone, the Pomo, the Miwoks - the other tribes of the region have revered the area around Glen Cove as Sacred Burial Grounds and having patrimonial jurisdiction. The was thousands of years before the strangers made their feeble appearance.

Some years ago I testified before a group of folks that produced a faulty draft Environmental Impact Report in Vallejo.

The matter to develop Glen Cove and follow some Master Plan for the area was halted for some time - but, then again - unashamedly, the folks that said they would respect the wishes of the First People - went against there word.

The many local Native American leaders that spoke in favor of NOT developing the area - were shoved aside - and there was talk of development. Right now some forces want the Open Space and the Sacred Burial Ground - developed with rest rooms, trails asphalted, and people walking and running on Sacred Ground.

Folks bring their dogs and peeing on Sacred Ground - and performing other acts that defy decency and show disrespect.

This time around some leaders among them Corina Gould and Wounded Knee O'Campo have camped on the Sacred Grounds and sent a strong message to the Greater Vallejo Recreational District and the City of Vallejo - to leave their ancestors alone and let them rest in peace.

Steve Pressley a manager for the Greater Vallejo Recreational District purports that the park belong to everyone and that the Native Americans protesting must pay heed to his request. He wants to serve the entire community for all the wrong - reasons.

Steve Pressley is naive about history and must comprehend that the land belongs to the Native Americans, all of it and was stolen from them.

Our women raped, our children killed, our men scalped and their scalps sold of $5. Children taken forcefully and put into White Boarding Schools.
Of importance to note the land; all of it stolen. In this case Glen Cove - a Sacred Burial Site that has been in place for over 12,000 years.

Thieves have stolen artifacts and even human remains and sold them to Museums. Others have helped themselves to artifacts - desecrating the site and gone unpunished.

Other notorious activities have taken place on this site - much like using a church or temple as a place of prostitution.

This time around the Native Americans have joined forces with all good children, men, and women many Native American Tribes and others that are not Native American but speak to truth - to tell the world that politicians in Vallejo have crossed the line.

Vallejo is suffering since it declared bankruptcy. Vallejo backed Lennar a Rogue Developer that promised the City - millions in tax increment on the ten thousand homes it was suppose to build on Mare Island.

Ten years passed and Lennar failed to deliver. Vallejo declared bankruptcy and today the bare necessities any City needs cannot be expanded by the City of Vallejo - it is as I said - bankrupt.

Yet the politicians want to waste money challenging the Native American that are protesting and rightly so.

The Native Americans have patrimonial jurisdiction - not covered in any White Man's Court that is fake, faulty, and full of - his justice.

In this case the Federal Government has got involved and there is more to come.

The United Nations and many other world bodies respect the right of human dignity in life but also in death.

Vallejo better play fair - and leave the Sacred Burial Ground alone - for too long, have too many desecrated the Sacred Burial Grounds and gone unpunished. Such shameful acts cry to heaven for justice. The Grand Father witnesses it all - and if justice is not done - Vallejo will suffer.

No human being, more a decent human being - should permit immoral people from building restrooms and other mundane facilities on any Native American Sacred Burial Ground.

Stop the nonsense - now.

A contractor came by today who told us that his job is to paint a poison chemical treatment on the stumps of waterfront trees at Glen Cove, once the Atlas Tree Service cuts them down.

GVRD is not only still refusing to meet with the Protect Glen Cove Committee, they are also declining to sign the agreement produced from an initial meeting on April 18th, in which some basic understandings between GVRD and the Committee were established regarding the ongoing prayer gathering at Sogorea Te.

We continue to request the presence of anyone who will join us in prayer, and we are especially requesting that people stay with us throughout the coming two days, Thursday and Friday, as the threat of a possible court-ordered police action is looming.

Some current requests:
- AAA, AA and D size batteries, Socks, Sunglasses, Mountain Bikes, Cedar and Sweetgrass.
- Emails and letters to the Native American Heritage Commission (see next post)

Day 44 update – Support Requested

The spiritual encampment at Glen Cove is holding
firmly – the sacred fire has now been burning continuously for 44 days and nights, carrying the power of all the prayer offerings that have been placed upon it. We would like to state again that all who will stand with us in prayer to honor the ancestors are welcome at Sogorea Te. If you live near the Bay Area, please consider stopping by for a few hours, or a few days. Your presence will be very appreciated. Directions can be found here.

At this time we are also putting out a request for donations to cover our ongoing expenses for food, supplies, portable toilet rental, etc, as our funds and supplies are starting to run low. Donations can be made online, or checks can be sent in the mail, with an option of being tax-deductible. Food donations can also be brought to Sogorea Te at any time.

GVRD is continuing to threaten possible legal/police action against the ongoing prayer vigil at Sogorea Te. We are asking all our supporters to please be on heightened alert over the next two weeks and prepared to respond to a call for emergency on-land support.

Support continues to pour in from native and non-native communities throughout California and beyond. On May 24, another official tribal resolution was passed by the Pit River Tribe, in support of protecting Glen Cove from GVRD’s proposed development.

Yesterday, volunteers from the spiritual encampment handed out flyers at the Vallejo Farmers Market. Over the past week, thousands of “Stop the Desecration of Glen Cove” flyers have been distributed throughout Vallejo and the greater Bay Area. Announcements:

    This Saturday the 28th, a workshop on the United Nations Declaration on the Rights of Indigenous Peoples will be held at Sogorea Te between 2-4pm. Morning Star (Pit River) and Mark Anquoe (Kiowa) of the International Indian Treaty Council will be hosting the workshop, and Mark Anquoe will be giving a report-back from the 10th session of the the U.N. Permanent Forum on Indigenous Issues that he participated in earlier this month.
    A know-your-rights and legal observation training will also be held at Sogorea Te on Saturday from 12-1:30pm, hosted by volunteers from the National Lawyers Guild. Those supporters who plan on standing with us in the event of an emergency are encouraged to attend this training.
    Also this Saturday the 28th, Morning Star Gali (Pit River) will speak in support of Glen Cove at the annual African Liberation Day event in Oakland: 12pm at the Per Ankh Praise House – 959 33rd Street (at San Pablo).

Hoping for a happy ending with Glen Cove demonstrations

An activists' encampment has been at a proposed GVRD parksite in Glen Cove for more than 12 weeks, protecting lands sacred to Native Americans. An agreement is to be voted upon by the Vallejo City Council and GVRD board tonight that reportedly grants the tribes legal oversight in all activities at the shell mound burial site. Vallejo city and parks officials are crossing their fingers that a protracted fight over plans to build a park on an ancient American Indian burial ground will end peacefully tonight.

If it does, a mostly peaceful months-long standoff that has included a protest encampent at the park will likely end soon afterwards.

Both the Vallejo City Council and the Greater Vallejo Recreation District board are set to vote at about the same time on a proposed agreement negotiated with two tribes. It would allow a scaled-back Glen Cove waterfront park project to proceed.

Talks have been held over the last few weeks in response to the months-long protect encampment at the planned park site on 15 acres at the end of Whitesides Drive. The city and GVRD also were under pressure from some Glen Cove residents complaining that the encampment had become a nuisance.

Other residents, however, supported the demonstrators or stayed neutral, hoping for a speedy resolution.

On Wednesday, the city released the proposed agreement's terms. They include the scrapping of a planned bathroom facility, which had particularly offended the protesters. It also includes relocation of a down-sized parking lot.

However, the deal's specifics leave some ambiguity about how GVRD's park development project can proceed. A key concern for park opponents has been the proposed flattening of a hillside, which would remain part of the development.

Gould said she has faith that ancestral remains and cremations will not be further disturbed or desecrated.

The negotiating parties represented the city, GVRD and two federally recognized tribes -- the Yocha Dehe and Contina -- whose ancestral lands include the Glen Cove area in south Vallejo. Those at the encampment -- which has lasted 99 days and nights -- were not at the bargaining table.

In recent weeks, the two negotiating tribes distanced themselves from the demonstrators, saying that the protest could draw looters to the former shell mound burial sites.

Any lingering tensions about how the deal was struck, however, gave way Wednesday to a sense of relief as details emerged about a proposed "cultural easement" between the city, GVRD and the tribes.

The proposed deal would forever guarantee the tribes the ability to closely monitor activities impacting the sacred sites. In exchange, the tribes would agree to pay the city $100,000.

"The cultural easement is an important victory," Gould said. "However, we are concerned about the lack of specific language that would prevent grading on the western portion of the site."

"We will be communicating this to the tribes and we have faith that they will take all necessary measures to ensure that ancestral remains and cremations are left undisturbed," Gould added.

The land's historical and cultural significance dates back some 3,500 years and continues to be spiritually important to California tribes, according to the Committee to Protect Glen Cove.

The proposed agreement doesn't exclude going through the courts to resolve future disputes. The agreement allows the demonstrators and their representatives 10 days to leave the park site. If they remain after that period has elapsed, the city would agree to provide an alternative "reasonable, time place and manner" location for demonstrators to express their concerns.

Should the demonstrators not peacefully leave, however, the tribes may choose to enforce their rights under the easement in a court of law. The city and GVRD separately would be free to pursue enforcing their own laws and ordinances.

How far the city would go to enforce the law if the protest continues remains unclear, Assistant City Attorney Claudia Quintana said.

But at this point the potential for conflict appears to be fading, GVRD General Manager Shane McAffee said.

"Not only have we worked with (the Yocha Dehe and Cortina) tribes for many years, but now there is a formal agreement for how the shell mound sites will be handled," McAffee said. "And we still have a project that will serve the entire community."

Shell mounds saga timeline

* 1907: University of California archaeologists identify remains of native American Indian villages and burial grounds dating back to 1000 A.D. in south Vallejo. Further excavations are recorded five years later. The sites are believed to be the remains of either the Southern Patwin or Ohlone Indians.

* 1983: Greater Vallejo Recreation District acquires 15-acre site on north side of Carquinez Strait. District later deeds the land, located at the end of Whitesides Drive, to the city for future park.

* 1984: Portions of the archaeological sites are apparently uncovered during construction activities.

* 1988: Park plans approved, but never implemented.

* 2007: Final plan for a scaled-down park approved, with construction slated to begin in late April 2011.

* April 14, 2011: A group of native American people and their supporters begin around-the-clock spiritual ceremonies and occupation of burial site. They vow to block bulldozers and prevent any work that would "desecrate" the land.

* April 18: More than 150 people join protesters in anticipation of a police conflict. However, city decides to allow activists to remain pending further talks.

* May 31: Two Patwin tribes that are among the native people whose ancestral lands include the Glen Cove area propose a solution to protect the burial site. The tribes remain in talks with the city about a cultural easement within the park.

* June 7: San Francisco Bay Trail Project officials announce they are suspending a $200,000 grant to GVRD for trail construction. The action was in response to ongoing demonstrations against the park project.

* July 12: More than 100 park opponents attend Vallejo City Council meeting to support a resolution with the tribes to protect the entire site.

* July 14: Dozens of park opponents attend GVRD board meeting to support an agreeable resolution.
