It depends on when you cash out. Here are the relevant Q&As from the FAQs:
I've cashed out. How long until I get my money?
We disburse payment on or before the 20th of the month after you cashout. That is, if you cashout any time this month, your payment will be disbursed on or around September 20th. You must allow 1-5 business days for electronic payment methods to post, and 2-10 business days for check delivery via USPS First Class Mail.
How much money do I need in my account in order to cash out?
The minimum balance for cashing out is $25. At least $15 of your balance must come from completed offers

Does the above mean if you have enough to cash out because of referral bonus but do not have at least 15$ in completed offers (trials, surveys, ect) then you can't cash out?

That is true, if you do not have at least $15.00 in offers you cannot cash out.

Arrggg! Im still at 20.00 and dont know what offers to do.

just click on the survey links there are quite a few that pays up to $1.00 and those count towards your $15.00
