It does not happen very often, but I have seen people posting that they have been paid for the larger surveys. So, all you can do is keep trying.

Generally speaking, I go for the smaller ticket surveys first since completion percentage with them is so much greater. However, I have had success with the higher paid ones, especially of late.
Usually I try to get a couple of the smaller ones completed first then I attempt a bigger one. If I don't get to complete it at least I've been credited for the others.

I never seem to qualify for the high paying surveys on any of my sites, not just FC but other members post about completing a survey that paid real well.
Nevertheless, I am always glad to do a survey even if it only pays 25 or 30 cents. I just finished one on FC that paid me 40 cents and I was glad for it. :)

Surveys are just a demographics game. Generally the higher paying surveys have a smaller targeted demographic so less people are going to qualify for them. The lower paying survey usually have much broader demographics. Some people either don't fit in the target demographics or they're part of a group that fills the quota quickly.
I've been paid for some higher paying ones but usually only qualify for the ones in the $1 range. If I can't qualify I just move on to the next one.
