You don't receive the $1 bonus until they confirm their email. It's possible you can get the $2 bonus before the $1 bonus as you don't have to confirm your email to complete offers, just to cash out. Try contacting your referral and suggesting that they confirm their email.

that is what has happened to me a few times, i have got the 2.00 offer completion bonus before i received the 1.00 sign up bonus but i think your referrals just need to confirm the emai that FC had sent them, contact your referrals and tell them to confirm it. might be in their spam folder or deleted folder, but i think that should fix the issue.
