FusionCash does offer a $5 bonus to new members. You typically receive it shortly after signing up and completing offers. To find the $5 bonus to see if it has been added to your FusionCash account click the "account" button on the top of the fusioncash page and you can view all offers you have been given credit for completing. This $5 is paid to you when you cash out for the first time (which you are eligible to do after you make $25 in here with at least $15 of that being earned by completing offers and not bonuses from referrals, contests, etc).

I never got mine either! When i signed up it never notified me about the bonus and in my account it doesn't show up! Not fair!
