WHY is it when you call the DMW you have to wait an eternity?

  Recently this year i bought two new cars they messed up with the registration, come to find out now when it's my bday month about to reregister them. That's another story. Well i was told that the wait was 23 min. Um I'm on hold for over 30 min. That's what i like to call job security!!!
