When I click on these things does it cost me?  More specifically, for instance, I I fill out something for Direct TV does it actually sign me up to get direct Tv, because I do not want direct tv(can't afford it)?

Make sure you read the fine print.  Odds are if you will receive more than a $1.00 in an offer,  you will be signing up (and obligated to pay) for something -- especially if you have to provide a credit card.    Even if the offer says you can cancel in X days, you will probably find it difficult to get through on the phone number provided (long hold or not working) to cancel. 

I recall one offer that said I'd get a free gift but the fine print says there was a 2.89 shipping and handling fee -- so much for free.

Stick to the no-credit card offers, read the fine print and keep good records.

Only do the offers that you are really interested in.  Yes, they will charge you if they say so.  Otherwise, stick to the free offers.
