Has anyone been able to even try to qualify for this survey?
It keeps saying that their quota is full. :/
I was trying to reach $25 by doing one of these a day  ???

I had the same problem, I saw a post that said put email in and it works. I did that and after many times got it on the first. You think since its states  email optional its not a issue, for now its seem you need it. Give that a try.
