Offer Completions?

I am a new member here and I finally got my account up to 25.65 but it says that I need 15 dollars in offer completion..I thought that is what I have been doing the whole time? What does this mean? Do I have to sign up for some of the subscription services in order to cash out? I don't have any funds on my card and it won't let me do any trial offers or is it something completely different? Please help.

Nevermind I now realize that I cannot include my refer bonuses and my signup bonus, need 35 more cents for my first check out!
