Don't think it matters.  I don't personally celebrate it or participate (I'm happy just being myself), but I did as a kid.  If I had kids, and they wanted to dress up and trick-or-treat, I'd certainly let them.  But I also wouldn't force them into a costume against their will or anything like that, like some parents try to force their kids to go trick or treating.

Halloween is not necessarily a religious holiday ... it is a holiday for kids ... yes everyone who wants to dress up and be a kid again should participate
