It's not exactly against the rules, but when you do this, people tend to sign up using fake information.  If they sign up using fake information, you will not be paid for their referral bonuses.  Further, if all or nearly all of your referrals are fake/fraudulent, you run the risk of having your account deactivated.

So in short - yes you can, but you should be very careful.

why would somebody sign up with false information? Then they don't get payed.
