From the main FC page: click "forum" and wisely choose which forum, (from Off Topic, Offers, Support, Payments, FushionCash, Contests & Promotions, Suggestions or the subforum Debate + Discuss), then either reply to an existing post that covers your topic or, post a new one in the applicable forum/board.

Probably not, unless such payment transmissions are routed through an affected satellite in orbit.
