When there's enough water close by, otherwise it's largely futile.
One can lead a horse to water however, if one holds the horse's head under, that horse will drown.

The question needs to be more specific. If referring to age and learning I think 4 or 5 might be a good starting age. If referring to scenarios I would say when you're not already equipped with floaters and you don't want to drown or you're trying to avoid being bitten by an underwater creature.

I read the question to mean age to learn to swim.  I did a water babies class with my son when he was 5 months old.  He was constantly exposed to opportunities to swim from that time and just naturally developed his swimming skills with the assistance of his father and I.  My grandson has just started swimming classes and he is 5.  He is excited and not afraid so this seems like a good age.

When it is warm out, but that doesn't matter if you are swimming indoors.  :P

When it's hot and sunny out, so you can cool down, Indoor swimming is super humid

If you mean what age is good to learn how to swim, I think the younger the better.  We took our kids to the nearby pool when they were babies so they never had any fear of the water.

They took Lessons as they got older.

All year around if you have the facilities. We have a heated pool that I love to go to in the winter with snow on the ground, and especially the hot tub.

You know it's time to swim when schools out, The weathers hot or you're just looking for some time to relax and take it easy! and if your off work and wanna spend time with your kids or just chill its great as well.
