Just wondering if someone can tell me if referral money is conted as "$15 of your balance must come from offer completions" in the requirement to cashing out?  Please advise!  Thanks

No, referral money does not count as "offer completion". You actually have to complete offers and rake up $15 from those as part of the cashout requirement.

Thanks.  Are offers completed by my referred people valid towards this requirement, or do they have to be offers I complete only?

You must complete the offers. Offers completed by your referrals will count towards their own $15 threshold.
