Sometimes people just sare without really seeing or thinking thoughts about what they are looking at. It just may be watching the scenery..which could be you.
Just go about your business enjoy your day and ignore them.

When I was in school I used to just zone out, start thinking about something else. And when I would snap out of it I would find that I was staring at someone even though I didn't mean to.

I've never had this happen to me.  Either that, or I just never noticed.  I never did care much about what other people think, or if they stare.
