Well, if you are talking about the actual Hip Hop Harlem Shake, and not those viral videos, then I prefer the Harlem Shake over Gangnam Style.  Easier to do and more versatile and laid back.

If the OP was asking between Baauer's and Psy's songs (and the dances to them), then I'd have to go with Psy. At least he actually made up that dance, and it was made as a statement about the social culture in the Gangnam district of Seoul, S. Korea. The "dance" to Baauer's "Harlem Shake" is actually just an internet viral video meme that has nothing to do with the original Harlem Shake dance, and only slightly to do with the song (in that that was the song used in the original internet video, but the artist nor any of the producers actually made a video featuring this new Harlem Shake).

Definitely Gangnam Style. Harlem Shake is 30 seconds of pure chaos. It isn't entertaining in the slightest and became down right annoying, real fast.
