Not sure what kind of website you are trying to build but Weebly.com has FREE and paid versions.

If you want a simple drag and drop type of site, you should check out webs.com cause their site building is very simple.  You may have to look through all their pages to find what you want, but you should be able to accomplish most of what you want.

Before you do that though, I would recommend getting a piece of paper and drawing out what you want, like boxes and text and such.  The article below can give you an idea of what I mean.  It's very helpful to draw things out on paper cause then you can set up what you want and play with different ideas without needing to redo the entire site each time you have a new idea.

The site you linked to is a full blown ecommerce website with online ordering and you are not going to find anything close to that for free. You could find a WordPress ecommerce theme and set one up at a minimal cost, but it is going to require spending for the design, the domain name and hosting.

I agree with the other posters - the site posted is a professional site and achieving that with freeware will be extremely difficult.  In addition to the web design considerations others have posted, if you are planning to sell things, you will also need to research merchant accounts you will need - what types of payments will you accept.  Will people print the order form and mail it to you with a check?  Will you accept paypal?  Will you accept credit cards?  If you go the credit card route there will be fees involved - what the fees are will depend on the merchant account you partner with.  Then in your pricing structure, you'll need to consider who will absorb your fees - will it be added into your "shipping and handling", price it into the product, etc.

If you don't have any formal product lines - you might want to try selling using Ebay or Craigslist to get your feet wet.  Options for shopping carts might be to get quotes from CafePress - they are setup to help small businesses get online and probably offer a lot of assistance.

If you are versed in setting up your own website and are confident about getting your finances configured on your own - I believe GoDaddy offers several plug-n-play websites and shopping carts if you buy your hosting from them.

One last thing - if you are doing a website with a shopping cart, you will also need to obtain an SSL certificate to encrypt the financial portion of the transaction for security.

Good luck with what you are planning!

You might also want to check out godaddy.com
They have a wide variety of possibilities from free on up.  You can tailor your site to exactly what you need.  But the add-ons do cost.
