Most places would give water free here if you asked but others might not if there in a drught area

the reason that most companies went to this is because the drink dispenser is out on the floor and they cant watch a person every sec to make sure that only water is going in that cup.  i have caught so many people stealing soda this way.

Some places might give it out for free. I guess not here. I do find it to be ridiculous, but you're at the mercy of the place.
