It's not illegal for businesses to charge for water as they can do whatever they want to.  But I think it's ridiculous.  Considering how much they charge for other drinks such as sodas, coffee and milkshakes and the price of the food items they could afford to give you a free cup of water.  If this happened to me I would remember them and not go to them again.

You are missing some key info here.  People are so upset because she didn't get a FREE cup of water.  If you order ANY menu item and order a water you are not charged.  But they cannot afford to give a free cup to every person who comes in and asks for one when they do not purchase any thing else. Not to mention at least half of the people who order a "water" go and get a fountain drink.  The OP just went in and wanted a water only.  Nothing else.  So charging for the cup in a norm.  I agree a $1 is a little crazy.  But if I were thirsty I would just order a small drink.  Pay $1.  And go on.

They maybe offering you filtered water and not regular (free) tap water, and so there is cost associated with filtration...

We all realize it’s a tough economy people are dealing the best they can. Yet sometimes they go too far...

I know it is not illegal, I rather buy a bottle of water, we don't know if it come from tap water or filtered water

Once again the subject is misleading, where do you mention anywhere that someone is offering you water? ::) You state that you will be charged $1 to buy a cup to get water.  Simply buy it or don't buy it and go home and drink it for free or go some place where you don't have to pay for it, GEEZ ::) 8)

when i was in middle school.. it was super hot and was walking home from school.. house was about 3 miles away.. and when i went to mcdo, they told me that i had to pay a quarter for it.. of course that was more than 10 yrs ago, but still.. water should be free!!

It is the manager's discretion, and some restaurants do charge for water.

True.  Usually it is more like 25 cents.  I would assume the cashier didn't know.  I would probably if I were desperate for water have asked for a manager.  And then I could have argued with another teenager. lol 

It also majorly depends on your attitude when you go up to the person.  In my job there are certain things I am allowed to do.  And if you are nice to me I am 100% more likely to help you out than if you come up to me demanding and smarting off.  Those people get NOTHING.
