You plan according to your finances and circumstances.  Everyone's situations are different, but there are always ways you can accomplish your goals; the library and Google is a very valuable resource.

Honestly can't think of a time where I had nothing to do.  It's a rare situation but that may just be me.  I do currently have more time on my hands now that I'm retired but still there isn't a time where I have nothing to do.  There is always cleaning and cooking.
