I wonder how many companies break the code rules and get away with it.
I just witnessed one such contractor's work in the building I live in.

My husband worked for Building Codes enforcement in our area for years.   There were no contractors that got away with anything in our area.   It might be different in a larger market.  If I suspected a code violation in the building I  lived I would report it immediately.   At least here, the department did not mind citizens calling and all calls were investigated.   It's really important and can be extremely dangerous if there are code violations in buildings.  I wouldn't take a chance, report it.
