It is better to tell a manager because the customer saying something most times will not do any good.  Management can bring forth punishment. haha

You could.  Just say something like "Could you please quit texting long enough to finish my transaction".  lol. I was already mad so I figured it was better to complain to a manager.  I have a friend that is a manager up there and she said he has been talked to about that before.  I also went above the local store with my complaint so maybe they will actually do something.  And I told her that is why I called them.  Something needs to be done.
On my job if you get caught with a cell phone on the floor or using it for sure you will be walked to the door immediately.  No second chances.  You are done.   You are being paid to work not talk to your friends.  Or complain to your friends via the texting how horrible customers are.

Oh I looked at his name tag.  I live in a small town and Walmart is pretty much the only place we have to shop. :(

Not always.  That is usually why they do it.  Management is not aware there is an issue and nobody says anything.  They told me they would look at the video.  I have a friend who is a department manager and she said if the 2 I talked to said they would look at the video then they for sure will.  And I called 1-800-Walmart and she said she would forward the complaint to the store manager.

I would definitely say something like, ho ho ho, Merry Christmas. Hahaha! hopefully that will get their attention. It is so hard why people do things that are out of the norm. Why do people want to give us a high blood pressure?  breathe in is what my wife would say to me breathe in slowly calm down!

I have worked in retail also.  I know what it is like.  I am nice to people but I will complain if I need to.

 True.  And it is not just in situations like what I am talking about here.  I worked in fast food several years ago and I remember a woman coming to the register yakking on her phone and expected me and everyone else to wait until she finished before placing her order.

AND...I was at the post office once and a woman walks to the counter again yakking on a phone and actually stuck her finger in the person's face at the counter telling them to wait a minute.  I swear it would have taken a lot not to slap her hand out of my face.  And unfortunately it will only get worse.  As long as people accept this type of behavior it will continue to happen.  If I were in customer service today and that happened I would tell them to step aside and ask to help the next person in line.  When they get finished and ready to conduct business they can come to the counter.
