Wish I could help, but my PP has a bank account linked, so I wouldn't know. I forget all the steps to getting a PayPal account confirmed, I think a bank account is one of them, but I'm not entirely sure.

Yes it has to be a verified account meaning linked to a bank account or you have a Paypal credit card. It's more of an insurance that it's a real account for a real person if it's linked

A few days ago i also thought about changing my payment preferences because when i by stuffs online and pay with paypal, instead of deducting for the aont in y paypal balance, it deducts from my bank account which i am scared might cause overdraft and i might have to pay for it. However, i searched and searched paypals website for a way to change the preference but i just could not find how to... maybe i will have to e-mail them..

It only does that if you don't have the available balance in your Paypal account. So if you want to buy something online that cost $14.89 but you only have $14.50 in your Paypal account it'll just take the whole amount from your bank account(or whatever linked card)

I love PP. Saves me from having to put my debit card number in a sale online.

It is an extra security step.

PayPal rocks. I hardly use my brick-and-mortar credit union any more. Just to cash paychecks and survey checks... but then the money transfers right to PayPal.

That's not what mine does! Paypal automatically uses up whatever I have in my balance, then takes the rest of it out of my bank account. It might be because I have a Premier account instead of a plain personal account.

If you are still having issues, call your local bank to see what is blocking the account....

I have my fusion cash direct deposited into a money market account but a few other accounts go into paypal accounts. I believe that the confirmation process involves verifying your phone number and does require a bank account linked. I link one bank account to each of my paypal accounts and transfer the balances every time they get to over one hundred dollars. I have fifty dollars taken out of one paypal account every month and deposited into a credit union account that I opened in January that promises to pay a one hundred dollar bonus this year is I keep depositing fifty dollars a month and another one hundred dollars next year if I do the same. I love when I can get better than a sixteen percent return on investments.
