Site can't provide a secure connection

I may have asked about this before but I get this message when trying to do offers (most now). I don't know if it's Google and don't know how to fix it. I've tried everything I can think of to fix it. Any ideas people?  Below is the message I get:


This Site Cannot Provide a Secure Connection.

ERR_SSL_version_or_cipher_mismatch  (all caps)

The client and server don't support a common SSL protocol version or cipher suite. This is likely to be caused when the server needs RC4, which is no longer considered secure.

The ERR_SSL_VERSION_OR_CIPHER_MISMATCH error typically happens on older operating systems or browsers. Are you using FC on a home computer?

Another thing to try is clearing the SSL state in Chrome. Just like clearing your browser’s cache this can sometimes help if things get out of sync. To clear the SSL state in Chrome on Windows, follow these steps:

Click the Google Chrome – Settings icon (Settings) icon, and then click Settings.
Click Show advanced settings.
Under Network, click Change proxy settings. The Internet Properties dialog box appears.
Click the Content tab.
Click “Clear SSL state”, and then click OK.
Restart Chrome.
