They changed their rules awhile back and now you have to get a complete before you get DQ pennies. Some people might still be getting them without completes if they are new, but I'm pretty sure that will change for them soon too.

I never qualify for a survey through TAP Research anymore.  I also use to get credit if I didn't qualify and I don't get that either.  The only thing I can get is if the 2 cents survey shows up and I can get that and that doesn't happen very often.
