I have had luck referring people on traffic exchanges and paid to click websites. I have gotten quite a handful of referrals that way. They aren't always as active as you think, and I have yet to receive any of the 5$ ref cash out bonuses, but the 3$ bonus is still compensates for it. You could also try cash forums and entrepreneur type forums on social networks like PeopleString or MySpace. The more you devote to referring, the more you will get.

I have posted DOZENS of guides on here, but Link Referral was a good one. The King Kong of referral producers is still YouTube. Just click over to my profile and go through the posts to find the nuggets. Make sure you have some time available, there are a lot of them.
