Mimimum Cashout?

I read something about $25 being the minimum cashout but someone said fifteen dollars of it doesn't count? What are they talking about?

You have to have a total of $25 to cash out.  Of that $25, $15 has to be from offers you did yourself, not referral bonus money or other bonus funds, but actual offers.

I find the survey's are where I get most of my $15 for the offer part.  I can usually get those to clear
