Title: 8st time cashing out...

Is there a certain amount of time I need to wait before I can cashout for the 1st time?

No, you can cash out anytime, once you reach $25 with at least $15 in offers. Just remember you won't get paid until the 20th of the month after you cash out. So if you cash out by April 30, you will get paid on or around May 20. Congrats!
