I guess when the admin feels that the topic has been discussed sufficiently, or when too many people post off topic replies, then they lock the thread. Some threads like bonus threads are locked when the promo ends.

After a certain amount of inactivity, or if people get nasty.  You'll notice that pretty much all threads from 2010 and below are locked.
