Is he trying to bite you or just nipping cause that's all he can do?  Can he talk?

I think once your pet bird get to know you more it will be okay. Our bird pecked a lot and always moved away if we put hand in cage. Once our parakeet was a lil bigger was easy to handle and feed by hand. They don't grow much but they do get to know who cares and feed them. We also whistle a lot and enjoy some of the sounds our bird chirps when we come home and when we are talking. It's almost like we all are having a conversation. My son just loves him.
