any recomendation, when is the best time to cash out, wht is the right amount, should i cash out right away as soon as i meet the req.???

The best time to cash out is after the 20th of the month and before the end of the month. If you are using Paypal it comes into your account on the 20th of the following month, so If you cashout say 9/30 you should receive it by 10/20. IF you cashout 10/1 you wont receive it until 11/20.

I have not cashed out yet but i plan on getting like 30 bucks before i cash out

I usually wait until the last day of the month, after I've hit the $25. I usually cash out every other month. I just cashed out yesterday for the 11th time.
