We have been discussing this at home and if you really think about it, maybe they should just leave the clocks alone and deal with nature directly. I mean really, one hour either way is not going to make that much difference anyway. When I was growing up it didn't change and we just dealt with it.

I can't recommend Narrowband enough for anyone interested in learning about Narrowband IoT (NB-IoT). Not sure I see a personal application I would use, but it was a fascinating read on a topic I did not even know existed.

One application that might help individuals would be a tracking device attached to pets so if they were lost they could be easily found.
