You should check out Etsy for some ideas.  Someone on there is making purses & totes from empty dog food bags, empty capri juice packets, empty burlap animal "feed" bags.  There are purses being made with pop-top tabs from cans of soda, etc.  Really cute uses for things people normally throw out!

Give them half a chance and some people can be very creative - like the woman making bikinis out of pink SaranWrap.

It depends on what kind of "garbage" it is. Try doing an internet search for recycle crafts, or you can go to the library and get some books about it. There are a ton of ideas out there for using almost anything you can think of.
