I don't think it was actually in his bank account, rather it was a problem with the ATM machine printing the receipt. The bank showed there was no record of the transaction taking place at all.

lol  How did you miss that?  It has happened a lot.  Just not to that extent but putting money in the wrong account. Or paying people who have died. Like a spouse still gets the $2400 even though the other died.  They were saying yesterday "WE WILL GET THE MONEY BACK" so don't try to keep it.  Alert us.  lol.  Yeah, I am not sure I would.

That occurred because of a loophole that let some businesses treat separate locations of the same chain as individual businesses. A separate report from the Associated Press found 75 publicly traded companies received $365 million in small-business loans.

The only and best thing is contact someone to return the money.  It's not yours, it belong to the Government.

Wow! Nice, but you know they will take that back as quickly as possible. I know I would not dare spend it for sure. But just imagine opening your bank account and seeing that! Oh Boy!

Be honest and notify someone of the error because they will catch it later anyway.

Either IRS is being over worked or some of there workers are just careless . To make that kind of error is big but if he spent any of it im sure they make him pay it back because honestly nothing legally could of been done to him because they did make the error. Normally in cases like this its just reversed. Heaven knows how many times its happen without the person it happen to even knowing about it.
