Why are there surveys online that say you win for example a dell laptop, when you actually didn't win. You have to do survey and then complete all these different offers, which requireyour bank or credit card info. So how is this free

There are scams all over the internet and this sounds like it is clearly one of them.  It is understandable that we all get upset over these scams, me included, but they exists because people are foolish enough to fall for them.  If people would smarten up, then they would eventually go away.
