No there isn't. I believe Admin said something about not wanting to want to have to moderate private messages as well as the public forum

They don't want people to pass referral links to other PTC sites among FC members, so it's been disabled.

When it was used in the past people were abusing it to send referral links for other sites. I would also assume there would be an option to report messages for other inappropriate content like hate speech and sexual content that they would have to check into as well
