Question about a referral completion bonus, but no referral sign up bonus.

So, I had a little while back a referral who had completed an offer and I recieved credit for it. But never got their sign up $1 bonus. It was random. Has this happened to anyone else? I mean I have had where people sign up and I get $1 but never the $2 completion because they never do it, but never the other way around. I thought that was interesting. Can they complete an offer without confirming their email and information which would be why I didn't get the $1 sign up? That's the only way it makes sense to me. Any thoughts? I'm not complaining by any means, I just had never seen it before!

Well, ironically, I got credit for the person signing up today! FC truly is the best!
