Why some banners change and others dont?

Do an offer and watch the banner. Yesterday I did an offer and the banner did not change for awhile. Thats why I have 2 banners in my signature line.

It says somewhere (think the faqs) that the banner updates every 30 minutes

If you put it on another site then that will be true
