Yes, you have to post 3 of your comments here.  You can post on multiple threads and use them as your quotes.

I would like to post a new topic but I don't know how...sorry, but it's just not clear to a newbie. I was wondering if I could post a fundraiser for a non-profit animal shelter I volunteer for? We're collecting unwanted yarn and knitting/crochet items to make dog sweaters, cat collars, toys, etc...
Please let me know if I can do this since it is a non-profit organization in desperate need. Thanks!

You can't solicit business here. You could start a topic about anything you want. Questions about offers, questions about payment, a hobby you are interested in. Maybe just browse around the forums to see what is being talked about. You also do not HAVE to start a topic. Your 30 posts can come from responding to topics already posted.

i totally agree i have done a few, netflix, free credit report and bookswim(?)  i love movies and reading  i still have netflix  bookswim i cancelled it took to long to get the books so it wasnt worth it in the long run  but i just signed up with bomc2 on send earnings so ill see how that goes.
